Quorum: 8 Full Council is a meeting of all 30 Councillors, Chaired by the Mayor. Its main responsibility is to agree the Council budget and agree plans and strategies that make up the policy framework and approve changes to the Constitution. It is also the role of Council to appoint the Leader of the Council and the Chief Executive.
