The Licensing Driver Panel is a sub-committee of the Licensing Committee and has these responsibilities: · Deciding on applications or renewals for a Hackney Carriage/Private Hire Driver’s Licence when the relevant Officer refers them, especially if there are any convictions, cautions, warnings, ASBOs, or other relevant information based on the Council’s guidelines. · Reviewing Hackney Carriage/Private Hire Driver’s Licences, except for suspensions or revocations in urgent situations related to offences, investigations, or conduct before a full review. · Deciding on applications and renewals for a Private Hire Operator’s Licence when the relevant Officer refers them, particularly if the applicant has unspent convictions that would make them unsuitable or if deemed inappropriate by the Officer. · Reviewing Private Hire Operator Licences. · Deciding on applications or renewals for a Hackney Carriage/Private Hire Vehicle licence when the relevant Officer refers them.
· Reviewing Hackney Carriage/Private Hire vehicle licences. The Licensing Driver Panel will have seven Elected Members from the Licensing Committee. At least three Members must be present for the Panel to meet.
