Resolved:-
 
(1)that delegate authority is given
to the Executive Director of Adult Social Care and Health to
undertake a procurement exercise of a Wrap Around Service to secure
continuity of existing provision and to replace the existing
contract, with a contract term of one year (with the option to
extend for a further 1 + 1 year term) starting on 1 September
2026;
 
(2)that delegate authority is given
to the Executive Director of Adult Social Care and Health, in
consultation with the Cabinet Member for Adult Services Health and
Wellbeing to award and enter into a Contract with the successful
bidder(s), on terms to be agreed with the Executive Director of
Adult Social Care and Health, in consultation with the Monitoring
Officer, Service Director - Governance, for the provision of a Wrap
Around Service to commence on 1 September 2026 to 31 August 2027,
with the option to extend the contract for a further 2 x 12-month
periods (1 September 2027 to 31 August 2028 and 1 September 2028 to
31 August 2029);
 
(3)that the Monitoring Officer,
Service Director - Governance or their designated representative,
execute any documents necessary within a reasonable time to give
effect to the proposals in recommendation (1) and (2) above for the
provision of a Wrap Around Service;
 
(4)that approval is given for the
exemption to rules 8.10 and 8.11 of the Contract Procedure Rules
2024, or subsequent amendment, to allow the Executive Director of
Adult Social Care and Health to award contracts to the successful
tenderer in the event that the required minimum number of tenders
are not received;
 
(5)that approval is given for
variations to the contract up to a maximum of 10% of the contract
value, should they be necessitated, and that authority to approve
such variations be delegated to the Executive Director of Adult
Social Care and Health;
 
(6)that approval is given to an
uplift to the hourly rate for the Wrap Around Service, payable at
the approved standard rate for Supported Living, which is to be
implemented from 1 April 2027 (and April 2028/29), and that
variations to the contract be delegated to the Executive Director
of Adult Social Care and Health, in consultation with the Cabinet
Member for Adult Services Health.
