Purpose

This report seeks Cabinet
Member consideration to approve an award of discretionary top-up
rate relief to a non-profit making organisation under the
provisions of section 47 of the Local Government Finance Act 1988
(as amended by section 69 of the Localism Act 2011).

Decision

Decision(s):

 
That the application from Kindfulness Coffee Club for discretionary
top-up rate relief of 20% of the gross liability (after
Transitional Relief) for the financial year 2023-2024 amounting to
£1,265.08 be approved.
 
The
discretionary top-up rate relief applied for is in respect of the
premises at 160–164 Knowsley Road, Bootle, L20
4NR.
 
 

  Reasons for the
Decision(s):
 
Kindfulness Coffee Club is a
registered charity, registered with the Charities Commission,
Registration number 1186907 and, in line with other registered
charities, is entitled to 80% mandatory rate relief in respect of
their business rates liability at 160-164 Knowsley Road, Bootle, L20 4NR.
The amount of discretionary rate relief being
recommended is 20% of the business rates liability of
£6,325.41 (after Transitional Relief), which equates to the
full remaining business rates liability of
£1,265.08.
 
Kindfulness Coffee Club is a small organisation whose
focus in exclusively in the Linacre Ward, one of the most deprived
areas in the country. Its mission is to promote health and
wellbeing across the community by providing a range of support
services which enhance both physical and mental health. It also
supports those facing poverty and sells donated pre-loved clothes
and miscellaneous items through its NU2U charity shop at an
affordable, subsidised rate.
 
A discretionary
top-up rate relief award for the financial year 1 April 2023 to 31
March 2024 will assist the organisation in building a stronger,
more cohesive community; reducing levels of loneliness and
isolation and reducing the pressure on statutory
services.
 
Under rate retention, 99% of discretionary relief
must be borne by the Council and 1% by the Fire
Authority.
 
 
Alternative Options Considered and Rejected:
(including any Risk Implications)
 
None. However, Cabinet Member may refuse the application or
choose to award a lower level of relief.
