Purpose

Report on developing a policy on Sexual
Entertainment Venues.

Content

8.1

Members of the Environmental
Services and Regulation Policy Committee considered a report of the
Executive Director Neighbourhood Services seeking approval of the
Council’s ‘Sex Establishment Licensing Policy’
following the public consultation.

 

 

8.2

RESOLVED
UNANIMOUSLY: That the Environmental
Services and Regulation Policy Committee approves the final draft
of the Sex Establishment Licensing Policy as attached at Appendix A
of the report with an immediate effective date.

 

 

8.3

Reasons for Decision

 

 

8.3.1

It is recommended that Members
of the Environmental Services and Regulation Policy Committee
approve the draft Sex Establishment Licensing Policy as attached at
Appendix A with an immediate effective date for the following
reasons:

1.   
The Council Plan and associated
strategies

2.   
The Equality Impact Assessment

3.   
The ‘Area Rationale’

4.   
The ‘Discretionary Ground d) LOCATION
(i) and (ii)’ detailed at page 10
and 11 of the draft policy.

 

 

8.4

Alternatives Considered and Rejected

 

 

8.4.1

Whilst drafting the area
rationale document, officers considered whether it may be
appropriate to site a SEV in the location where premises were
previously licensed:
·      
A SEV was last licensed on Brown Street in 2020.
Located in the Cultural Industries Quarter, the area has undergone
and continues to undergo significant change as part of the City
Centre Strategic Vision.
·      
A SEV was last licensed on Attercliffe Road in 2020.
This area has undergone and continues to be under significant
regeneration as part of the Lower Don Valley Master Plan, as well
as being alongside residential developments and family leisure
uses.
