Purpose
To:
(i) Consider
the comments received following the formal advertisement of Traffic
Regulation Orders (TROs hereafter) proposing the introduction of a
prohibition of a U-turn at the A3102 Calne bypass and Stanier Road
and to recommend a way forward. The features discussed in this
report relate only to those proposed in Calne.

Reasons for the decision
The proposal forms part of a wider A3102
safety scheme. This has originated from the Department for
Transport (DfT) who have highlighted, through an International Road
Assessment Programme. (IRAP) model, areas across the A3102 that
require improvement to improve safety and reduce the risk of
collisions.
The primary objective of this proposal and the
wider project it is associated with is to enhance road safety for
all users by reducing the fatal severe injury (FSI) rate over a
20-year duration. The improvement to the road aims to reduce the
severity of the injuries instead of aiming to reduce the number of
crashes occurring.
The proposals are in accordance with Theme 3
in Wiltshire Council’s Business Plan 2022-2032.
