Purpose

To consider the comments received following
the introduction of an Experimental Traffic Regulation Order (ETRO
hereafter) prohibiting motor vehicles (except for access) on the
byways known as HILP21, 22 and SEMI9A and to recommend an
appropriate way forward.

Convert the ETRO to a permanent traffic
regulation order. This decision was published on 23 October and
will come into force on 31 October 2025.

Reasons for the decision

It is proposed to make the Prohibition of
Motor Vehicles (except for access) permanent, converting the ETRO
to a permanent Traffic Regulation Order. Preventing the use of
these byways as through routes for motor vehicles reduces the
potential for conflict between vehicles and non-motorised users who
are using this key active travel link for walking, wheeling,
cycling and riding.
