Purpose:

Content: The Board considered a report of the Assistant Director, Adult Social Care Commissioning and Prevention which sought to inform of the spend and performance updates, along with any challenges aligned to the Better Care Fund (BCF).   The Director of Integrated Care and Health and Director of Adult Social Services (DASS) was in attendance to present the report and to address the questions and the comments of the Board Members.   The BCF returns had been sent back to the national BCF team for review and follow up with any questions or further evidence they may require. Other than the quarterly returns there were no known other reporting requests at this time.   To support this process, the fortnightly BCF system delivery group continued to meet. This was attended via system representatives who either led or supported schemes or services funded via the BCF. The delivery group provided a vehicle to check and challenge activity and spend, realign spend, integrate schemes and services funded, overcome barriers and highlight any opportunities or best practice.   Resolved that the Better Care Fund quarter 2 return for the borough of Rochdale, in line with the grant conditions be signed off. Noted in Annex B ‘Grant Conditions’, under use of grant 3c: a recipient authority must: report on spend as required, through the BCF reporting process. The BCF Quarter 2 return is required as part of the BCF reporting process. Improved Better Care Fund Grant Determination 2024 to 2025 - GOV.UK (www.gov.uk) (see appendix for printed PDF version).   Reason for decision: The signing off of the quarterly BCF returns by the appropriate body (Integrated Care Partnership) was a condition of the grant funding and therefore the reason for recommendation.   Alternatives considered and rejected: Not to submit the report to the Committee. This would not be in-line with the grant conditions.
