Purpose: To present a draft Masterplan for the City Village regeneration scheme for Members' endorsement and to seek authority for the Council to enter into a legal Development Agreement that will appoint a preferred development partner to undertake the delivery of the residential led mixed use developments that will create Bradford's new City Village neighbourhood. The report will also seek an Executive resolution to authorise the use of CPO powers to ensure that vacant possession of the Kirkgate and Oastler sites can be secured in accordance with the Project delivery programme.
Content: Resolved – That the Executive: (1) noted the contents of this report and the progress made to date. (2) approved the principle of the Council moving forward with the City Village scheme as outlined in Option 3 at section 9.3 above by entering into documentation to appoint a preferred developer under the Pagabo framework which is anticipated to comprise a Development Agreement (and any associated documentation necessary to give effect to that agreement) between the Council and Muse Places Ltd and Morgan Sindall Consortium LLP subject to recommendation (4). (3) approved the principle of the Council entering into a Grant Funding Agreement with Homes England in respect of BIL Funding subject to recommendations (4). (4) delegated authority to the Strategic Director of Place, in conjunction with the Strategic Director of Corporate Resources, S151 Officer and Monitoring Officer, to negotiate, agree the final form of and complete the Development Agreement (and associated legal documents) and the Homes England BIL Grant Funding Agreement and to report back to the Executive when this is complete. (5) noted the Vacant Possession Strategy and agreed that a report should be provided to the Executive as part of reporting requirement as set out in recommendation (4). (6) delegated authority to the Strategic Director of Place in conjunction with the Strategic Director of Corporate Resources, S151 Officer and Monitoring Officer to seek to negotiate and acquire the land interests in the Committed Sites by private treaty to secure their vacant possession for delivery of the City Village project.
