Purpose: Merton Council’s Network Coordination Team would like to undertake a consultation as prescribed in the Department for Transport Lane Rental Schemes Guidance for English Local Highway Authorities regarding the introduction of a lane rental scheme. Subject to the results of that consultation having been considered, and a scheme being considered appropriate, it is recommended that the Network Coordination Team make a submission to the Secretary of State for an Order to bring a scheme into legal effect.

Content: RESOLVED: That Cabinet: A. Note the current ‘live’ consultation with Statutory Undertakers and relevant stakeholders on the proposed Merton Council Lane Rental Scheme from 24th January to 7th March 2025. B. Delegate authority to the Executive Director for Environment, Civic Pride and Climate, subject to the outcome of the consultation and in consultation with the Cabinet Member for Transport and Cleaner Streets, to make a submission to the Secretary of State for an Order to bring a scheme into legal effect. C. Agree that officers in the Public Realm division, following approval from the Secretary of State and upon provision of the Lane Rental Statutory Instrument, can proceed with the necessary arrangements to enable Merton Council to operate the Lane Rental Scheme in Merton from 2026
