Purpose:

Content: 11.1 Sheffield City Council has an ongoing capital programme of approximately ~£80m per annum. Current contracts are due to expire so the Capital Delivery Service (CDS) is seeking to commission contract(s) for professional services to support delivery of the Council’s capital programme. The re-procurement of these professional services contract(s) will provide additional flexible resource to support CDS and is considered to be the most cost-effective means of providing a flexible resource base     11.2 RESOLVED UNANIMOUSLY: That the Finance and Performance Policy Committee:   ·       Approves the commissioning of contracts for the provision of professional services to support the Capital Delivery Service’s delivery of the Capital Programme, for a period of a minimum of 5 years (with option(s) to extend up to 10 years) with a maximum estimated value of up to £30m, to commence on the expiration of the current arrangement in 2025.     11.3 Reasons for Decision     11.3.1 The re-procurement of these professional services contract(s) provide additional flexible resource to support the Capital Delivery Service is considered to be the most cost-effective means of providing a flexible resource base.     11.4 Alternatives Considered and Rejected     11.4.1 Option 1 – Commission contract(s) to replace existing arrangement due to expire during 2025 Following approval to commission a new contract, the Capital Delivery Service would complete a procurement strategy setting out the options for commissioning the required contracts, and carryout any tenders in compliance with legislation and internal governance.   11.4.2 Option 2 – Not to commission new contract(s) to replace existing arrangement due to expire during 2025. The Capital Delivery Service would not be able to support delivery of the Council’s capital programme.
