Purpose:

Content: RESOLVED that Cabinet:-   1.    Approves the inclusion of the Yorkshire Rose sculptures to form part of the new urban park, as part of the phase 1 Seam Future High Street project; and   2.    Approves the capital funding requests described in Section 4 of the report to:   ·       Provide a capital contribution of up to £2.5m to fund the public art installations and associated works, noting that this figure is based on latest available cost estimates and includes design fees, infrastructure upgrades, fabrication, installation and contingency amounts.   ·       Set aside £1m from the capital programme to provide for any variations occurring as costs are refined, to offer extra headroom to accommodate uncontrollable cost increases and to help mitigate any cost issues related to environmental factors such as issues arising from ground conditions.   ·       The release of the funding described above from the capital programme to be conditional on the satisfaction of the Council’s Section 151 Officer in liaison with the Executive Director (Growth & Sustainability) and the Service Director Law and Governance & Monitoring Officer (Core Services) on ‘affordability’ and ‘value for money’; and   3.    Notes that work remains ongoing to identify/refine the longer-term revenue implications associated with the delivery of the proposed capital works at the Seam. A separate ‘task and finish’ group had been established to undertake this work.
