Purpose: To consider the creation of a new Integrated Care Hub to provide modern facilities for adult day services and short breaks for those with profound disabilities and their families, including : • the award of a fitout works contract at Linford Wood Place; and • a referral to Council for the approval of additional borrowing.

Content: 1.                  That the public and press be excluded from the meeting by virtue of Paragraph 3 (Information relating to the Financial or Business Affairs of the Authority) of Part 1 of Schedule 12A of the Local Government Act 1792, in order that the meeting may consider exempt Annex B to the report. 2.                  That the business case, attached at Annex A to the report, be approved. 3.                  Thatrecommendation be made to Council to approve additional borrowing of £8,041,771 to deliver the project in advance of the receipt from sale of property and anticipated Tariff income. 4.                  That, subject to approval from Council on 19 March 2025, the revised resource allocation and spend approval of £9,303,205 be granted in the 2025/26 Capital Programme. 5.                  That, subject to the approval of Council on 19 March 2025, approval be granted to award the fitout contract to the supplier who scored the highest in accordance with the Most Advantageous Tender evaluation named in exempt Annex B to the report. 6.                  To note the registration requirements of the Quality Care Commission (CQC) and how this will be approached, as described in paragraphs 4.7 and 4.8 of the report.
