Purpose:

Content: That   Poverest: 1.  The addition of £23.7m to the Capital Programme for the development of housing on the Poverest Adult Education Site, and ancillary land, be approved noting that at least £4.5m of this will be from grant funding provided by the GLA.  Noting that officers will continue to work with the GLA on securing a higher grant, to ensure this site is sustainable.   2.  Proceeding to procurement for a Multi-Disciplinary Team for the design (RIBA 2-7) of the Poverest development at an estimated value of £1.8m, as set out in paragraph 3.13 of the report, be approved.   3.  Authority be delegated to the Director of Housing, Planning, Property and Regeneration, subject to  consultation with the Portfolio Holder for Renewal, Recreation and Housing, the Assistant Director Governance & Contracts, the Director of Corporate Services and the Director of Finance, to approve the subsequent Contract Award, if within budget, noting that the award of contract will include relevant break clauses if the Site is not deemed viable at any point or not granted planning permission.  Noting that this is likely to only be granted if a higher GLA grant is secured for this site or funding secured to help the early years shortfall.   4.  Authority be delegated to the Director Housing, Planning, Property and Regeneration to agree the final funding and rent tenure from the GLA, within the agreed budget.   5.  It be agreed to go to public consultation of the designs and to the submission of a Full Planning application.   6.  Proceeding to procurement for a Design and Build Works Contract for the Poverest development at an estimated value of £19m as set in paragraph 3.15 of the report, be agreed in principle.   7.  Authority be delegated to the to the Director of Housing, Planning, Property & Regeneration to agree the detailed procurement strategy for the Design and Build Works subject to consultation with the Portfolio Holder for Renewal, Recreation and Housing, the Assistant Director of Governance & Contracts, the Director of Corporate Services and the Director of Finance, noting that any subsequent award of contract will be subject to Executive decision.   8.  It be noted that this scheme will be progressed subject to a Secretary of State Direction to either (a) hold the properties outside of the Housing Revenue Account (HRA) or (b) by Secretary of State’s Direction to allow the transfer of an appropriate sum from the General Fund to the HRA as set out in section 6, Paragraph 6.6 of the report.    Bellegrove: 9.  Proceeding to procurement for a Design and Build Works Contract for the Bellegrove scheme at an estimated value of £25.5m, as set in paragraph 3.16 to 3.19, be approved in principle.   10.Authority be delegated to the to the Director of Housing, Planning, Property & Regeneration to agree the detailed procurement strategy for the Bellegrove Design and Build Works subject to consultation with the Portfolio Holder for Renewal, Recreation and Housing, the Assistant Director of Governance & Contracts, the Director of Corporate Services and the Director of Finance, noting that any subsequent award of contract will be subject to a successful planning determination and Executive decision in due course.
