Decision

0-5 Public Health Nursing Services procurement

Decision Maker: Cabinet

Outcome: Recommendations Approved

Is Key Decision?: Yes

Is Callable In?: No

Date of Decision: March 26, 2025

Purpose: Responsibility for commissioning the statutory 0-5 Specialist Community Public Health Nursing services (Health Visiting) transferred from NHS England to the Council on 1st October 2015. These services are currently delivered in Tower Hamlets by one provider, Tower Hamlets GP Care Group CIC. The current contract for the service expires on 31/03/2026 and we are seeking approval to initiate the re-procurement process. The proposed contract length is 4+2 years, in line with pan-London benchmarking and the proposed contract value is higher than the present value, as the contract value has not increased to fully reflect inflationary and/or pay uplifts since 2016; nor has it increased in line with the higher number of births. On this basis, the Mayor in Cabinet is asked to approve the contracting approach for the re-procurement of this statutory service, including both proposed contract length and value.

Content: The report recommendations were amended at the meeting and agreed.   DECISION:   1.     To note the undertaking of a procurement exercise as detailed in this report.   2.     To note that following completion of the procurement process a report seeking approval to award the contract will be presented to Cabinet.     Action by: CORPORATE DIRECTOR, CHILDREN’S SERVICES (S. REDDY) (Director of Public Health (S. Banerjee) (Associate Director of Public Health for Children and Families (K. Cole)
