Content: 9.1 This report describes the measures to restrict inappropriate parking at Longacre Way through the introduction of double yellow lines (no waiting at any time) parking restrictions. This location was included in the 23/24 and 24/25 Double Yellow Lines Programme Objection’s Report which was presented at Transport, Regeneration and Climate Policy Committee (TRC) on the 26th March 2025. Section 5 of this report will still outline the costs for the full Double Yellow Lines programme and not just Longacre Way as an individual site as all the sites are included collectively under one programme of works.   It was agreed at the TRC Policy Committee meeting that the decision on the implementation of the recommended restrictions for Longacre Way would be deferred until the next TRC Policy Committee meeting on 30th April 2025 so as to enable a site visit to be carried out. A decision on the recommended parking restrictions could therefore not be made until the site visit had been completed. This report sets out objections received, officer’s comments thereon and seeks a decision from the Committee for the implementation of the double yellow lines.     9.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee approves that the proposed Traffic Regulation Order, be made in accordance with the Road Traffic Regulation Act 1984. Officers will then introduce the associated double yellow lines and single yellow lines as shown on the plans in: Appendix A - (Original TRO proposal plans) and inform the objectors accordingly.     9.3 Reasons for Decision     9.3.1 The proposed measures will address obstructive parking. This will improve access and visibility and thereby safety for all road users. It will also achieve the removal of parking that obstructs footways and thereby improve pedestrian safety, accessibility and assist traffic flow.     9.3.2 Having considered the response from the public and other consultees, and after considering the feedback received from the site visit, officers are recommending that the proposed TRO be implemented as originally advertised. This would be to not reduce the scale of the original proposals (and contrary to the recommendation included in the earlier report). This is regarded as a proportionate way to deliver the objectives of the scheme.     9.3.3 It is therefore recommended that the proposal for a Traffic Regulation Order to introduce the parking restrictions be implemented as, on balance, the benefits of the scheme are considered to outweigh the concerns raised.     9.4 Alternatives Considered and Rejected     9.4.1 Alternative Option 1: Do not introduce the proposed parking restrictions     9.4.2 The only alternative is to not introduce any parking restrictions at this location which is not considered to be an acceptable option. The measures proposed will contribute to pedestrian safety by improving visibility and prevent parking that obstructs footways on both sides of Longacre Way.     9.4.3 The improvement of sight lines at junctions also contributes to vehicle safety. The removal of obstructive parking ensures accessibility for all, including emergency service vehicles.     9.4.4 Without the introduction of the parking restrictions, outlined in this report, all road safety and accessibility issues, for both pedestrians and vehicles, will remain.     9.4.5 The beneficial effects of the proposed measures do not incur the penalty of having adverse effects on either the climate or the economy.     9.4.6 No other alternative to parking restrictions have been considered as there are no other options available that will have the impact to reduce or eliminate the parking issues identified.
