Purpose: In July 2024, Cabinet approved a consultation on the introduction of a Public Spaces Protection Order (PSPO). This decision was in response to a spate of dog attack incidents in Summer 2023, involving out of control, dangerous and nuisance dogs and their owners. This report seeks approval for the introduction of specific PSPO orders relating to dog fouling; dogs on lead by direction; dog on lead; dog exclusion and maximum number of dogs walked at any one time, and separately, introducing a professional dog walkers license, informed by the consultation feedback The council assesses that the recommended PSPO orders effectively balance the rights of dogs and their owners whilst also providing assurance to residents who are fearful of dogs.
Content: DECISION 1. Notes the findings of the consultation. 2. Approves the creation of a public spaces protection order (PSPO) for dog control. 3. Delegates authority to the Corporate Director of Communities in consultation with the Mayor, to finalise introduction of Dog Control PSPO’s as set out in this report submitted. 4. Approves the order to place controls in the following areas: dog fouling, dog on lead when requested, dog exclusion, dogs on lead, the maximum number of dogs one person can walk and the introduction of a professional dog walkers licence.
