Purpose: To seek approval of the scope and structure for the 2025/26 Adult Social Care Transformation Programme, delegate authority to deliver the programme objectives and agree the approval process for projects within the programme.

Content: The Committee RESOLVED to   Approve the scope and structure for the 2025-26 Adult Social Care Transformation Programme  Approve the funding ask for the 2025-6 ASC Transformation Programme of £2,728,839 (plus contingency (10%) of £272,884 to be held at CLB), subject to approval of the Transformation budget by the Strategy and Resources Committee 19 May 2025.  Approve the delivery of ASC Transformation Programme baseline savings for 2025-26 of £4,303,000 as set out in the MTFP, subject to approval of the Transformation budget by the Strategy and Resources Committee 19 May 2025. Authorise the Executive Director: Adult and Communities, as Senior Responsible Officer for the programme, to make decisions in line with the programme board terms of reference.  Authorise the Executive Director: Adult and Communities, in consultation with the ASC Policy Committee Chair / Executive Lead Member for Adult Social Care, to procure and award applicable contracts within the programme, in-line with the procurement routes and maximum budget envelopes outlined in this report. Note the following anticipated milestones:  ·       ASC Operations delivery of the new Target Operating Model (March 2026).  ·       Review and recommend options for In House Provider Services (March 2026).  ·       Review and implement changes to technology usage for Social Work staff (March 2026).  Note that the programme was split between enablers for a ‘fit for the future’ social care delivery and projects targeted at delivering savings.  Note that it was anticipated that the programme would continue beyond 2025-26, subject to appropriate approvals.  Note that the resource allocation referenced in the report would be subject to approval of the transformation budget by the Strategy and Resources Policy Committee in May 2025
