Purpose: To consider commencing a procurement exercise for an external leisure provider to operate three Council owned leisure facilities from February 2026.

Content: 1.         That the commencement of an open tender exercise be agreed to procure a leisure provider to operate: (a)        all three facilities (Bletchley Leisure Centre, Woughton Leisure Centre and Windmill Hill Golf Centre); and (b)       via a leisure management service contract. 2.         That the procurement process reflects the following contractual arrangements: (a)        an initial 10-year contract with the option to extend for an additional five years based on factors such as cost and performance; and  (b)       provisions for transition to the agency model (subject to the result of the Open Tender Procurement process). 3.         That authority be delegated to the Director of Customer and Community Services and the Director of Law and Governance, in consultation with the Cabinet member for Regulatory Services, to finalise the specification and procurement arrangements.
