Purpose: Procurement of external contractors to reduce the backlog of Electrical Installation Condition Reports (EICRs) and support our DLO, so that our compliance figures increase as per our commitment to the regulator.

Content: RESOLVED:   Hackney Procurement Board:   1.  Approve the procurement of the electrical testing & inspection through an external framework for the anticipated value of £2.0m over a 2year period (1 years plus 1). 2.  Approve the procurement of a mini competition through an external framework to award one provider for the proposed contract duration of 1 years with a possible extension of a further year. 3.  To delegate the procurement and subsequent contract award to the Group Director, Climate Homes and Economy, following the necessary consultation.   RELATED DECISIONS   1.  Two pilot contracts are underway with external suppliers to test the ‘hybrid’ operating model of having the DLO and external organisations in the undertaking the electrical testing - this will enable us to make sure we are operating as expected prior to the commencement of the contract. 2.  A commitment has been made to the Housing Regulator to recover the electrical domestic testing and inspection program within the next two years. 3.  This recovery will only be possible by the use of external resources for this period of time, once recovered the program will be managed wholly by the DLO.
