Purpose: To provide a progress update on Simpler Recycling changes due to take effect from 2026  

Content: It was RESOLVED: -     1.1          That Cabinet noted and provided comment on the further progress that has been made in preparation for Simpler Recycling.   1.2          That Cabinet approved the recommendations made in Appendix A in respect of the Councils joint waste collections contract.   REASON FOR DECISION   To keep Cabinet and Councillors appraised of progress in respect of the Simpler Recycling changes coming in around June 2026 and provide them with the information required to inform residents and respond to questions.   To allow officers to proceed with contractual arrangements in respect of the Councils joint waste collections contract to minimise project delivery risk and provide reassurance to waste collections staff involved in delivering the Councils waste collection services.   The decision will provide cost certainty and enable the commitment of resources for the mobilisation of the new service to progress ahead of the implementation date, including resource scheduling, recruitment, training, retention and staff planning, along with making the necessary regulatory operator’s licence amendments via the Traffic Commissioners Office.   Alternative Options Considered and Rejected:   Alternate service delivery models and options for the delivery of the new food waste collection services are considered within the exempted Appendix A, the remainder of the paper is for noting.   Any Declarations of Interests Declared: None Any Dispensation Granted: None
