Purpose: To seek approval to apply for Homes England funding to implement the accelerated cladding remediation programme.
Content: The Committee RESOLVED (unanimously) to: Note the CSS Support Review carried out in October 2024 and the Report on Findings. Note the work completed to date by Turner & Townsend, funded by Homes England, to develop a toolkit to accelerate Bristol City Council’s Cladding Remediation Programme to try to meet central government timescales Note that Homes England has set aside grant funding circa £5M to forward fund the delivery of the Cladding Remediation Programme and that this funding will pay for the pilot. Approve the appointment of Turner & Townsend to project manage a pilot of 5 blocks to test proof of concept and to test the emerging Toolkit. Approve the use Bristol City Council as the professional client/project manager (Option 2 as set out in the report). Authorise the Executive Director of Housing in consultation with the Chair of the Homes and Housing Delivery Committee, subject to securing the necessary funding from Homes England, to take all necessary steps to implement the various workstreams which will be delivered as part of the toolkit, including procuring all necessary goods, services and works contracts, and other agreements, and agreeing terms for any relevant contract arrangements, funding agreements, notwithstanding that any if these may (whether by value or otherwise) comprise a key decision. Authorise the Executive Director of Housing in consultation with the S151 Officer, to secure and utilise funding to support the Cladding Remediation Acceleration Programme, including authority to agree the terms of any grants estimated to be in the region of £700k per building. Agree that one of the pilot deliverables will be to review funding forecasts to check, via the pilot, if the allocation of circa £700K per block will cover all costs and to amend grant applications accordingly.
