Purpose: Report seeking approval and associated delegations to progress with a land swap with Surrey County Council. This relates to the Weyside Urban Village programme
Content: Decision: 1. That the Executive recommends to full Council (meeting on 29 July 2025) that it RESOLVE to: i. Approve the transfer swap of land between Surrey County Council (SCC) and the Council for the provision of a new SCC Waste Transfer Facility, at £1m less than best consideration. The transfer will take place once SCC’s governance approvals are also in place; and ii. Once all legal agreements have been finalised with SCC, to amend the capital budget for the WUV scheme to reflect removal of the £1m contingency held for redesign and planning changes that would be required if the land swap did not go ahead. Reason(s): The recommendation supports the Council’s ongoing commitment to deliver the Weyside Urban Village programme, in accordance with the masterplan for the development, delivering a substantial number of new homes and employment space. Other options considered and rejected by the Executive: None. Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted: None.
