Purpose:
Content: Planning permission refused due to the following reasons The proposal would result in 292 Moor Road being “sandwiched” between two houses of multiple occupation. This will lead to the over intensification of such uses that will result in the unacceptable impacts in respect of noise and general disturbance caused by the number of persons living in the adjoining properties. The proposal fails to provide the necessary level of off-street car parking further exacerbating existing parking issues, especially during the nearby school’s term time, additionally the overly intensive use of the building means that an inadequate amount of amenity space can be provided to support the proposed use of the building. The proposal is therefore contrary to Policies BNE1 and ST4 of the Chorley Local Plan (2015), Policy HS10 of the emerging Central Lancashire Local Plan (Submission Version) and Paragraph 135(f) of the National Planning Policy Framework. The applicant has failed to suitably demonstrate the currently lawful use of the building as a public house is no longer financially viable. Therefore, the change of use has not been justified in respect of the exceptions in Policy HW6 of the Chorley Local Plan (2015).
