Purpose: To consider objection received in response to a recent Traffic Order advertisement.
Content: Councillor Emsley declared a non-pecuniary and prejudicial interest in reference to this item of business. Hence, during its consideration, Councillor Emsley left the meeting and took no part to the discussion and vote. The Township Committee considered a report of the Director of Economy and Place, which sought approval of the proposed Traffic Order ‘Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No. 101) Order 2025’ as originally advertised. The Senior Highways Officer (Strategy) was in attendance to present the information and to address the questions and the comments of the Committee Members. Members felt that the proposed TRO should be revised to reduce the number of restrictions as these seemed disproportionate compared to what would be required to safeguard the junction. Resolved: 1. That the proposed Traffic Order ‘Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No. 101) Order 2025’ as originally advertised be approved in principle subject to a minor change to the extent of the restriction as outlined by the Ward Councillors; 2. That it be agreed that, if the extent of the TRO can be reduced without need to re-advertise the order, the final approval be delegated to the Head of Township and Communities, in consultation with the Chair and the Vice-Chair of the Township and with the Ward Councillors. Reason for decision: As set out at section three of the report. Alternatives considered and rejected: Proposed extent would exceed the key operational safety requirements of the commissioning brief.
