Content: Application for a Premises Licence – Studio Two Point, Unit 3 Perseverance Works, 38 Kingsland Road, London, E2 8DD - APPROVAL The decision of 28th August 2025 The Licensing Sub-Committee, in considering this decision from the information presented to them within the report and at the hearing and having regard to the promotion of the licensing objectives: · The prevention of crime and disorder · Public safety · Prevention of public nuisance · The protection of children from harm The application for a premises licence has been approved in accordance with the Council’s Statement of Licensing and the proposed conditions set out in paragraph 8.1 of the report. · The hours of licensable activity Supply of Alcohol (On and off the premises) Monday 11:00 - 21:00 Tuesday. 11:00 - 21:00 Wednesday 11:00 - 21:00 Thursday 11:00 - 22:00 Friday 11:00 - 21:00 Opening hours Monday 08:00 - 21:00 Tuesday. 08:00 - 21:00 Wednesday 08:00 - 21:00 Thursday 08:00 - 22:00 Friday 08:00 - 21:00 · Condition 12 shall be amended and read as follows: "All instances of crime or disorder to be reported by the designated premises supervisor or responsible member of staff to the Police in the first instance". And the following conditions will be added to the premises licence: · Off-sales are only permitted in the designated outside area outside the studio near the smoking area. · There shall be no more than 6 smokers outside the studio at any one time. · All events shall be pre-booked and ticketed. · The number of persons (including staff and entertainers) allowed at the premises shall not exceed 120, subject to the following maximum occupancies: First Floor 60 persons Ground Floor 60 persons · The Premises Licence Holder shall organise and publicise a meeting (online and/or in person) for local residents to discuss the operation of the premises at least every 6 months. · The Premises Licence Holder shall maintain a dedicated email address that must be available at all times. These contact details shall be included on any website of the premises and on display at the premises. Reasons for the decision The application for a premises licence has been approved as members of the Licensing Sub-Committee were satisfied that the licensing objectives would not be undermined in the Shoreditch Special Policy Area (“Shoreditch SPA”). The Sub-Committee took into consideration that there were 14 objections from Other Persons (local residents), and the other Responsible Authorities made no representations. The Sub-Committee took into account that the Police and the Environmental Enforcement Team had agreed conditions with the Applicant in advance of the hearing and withdrew their objections. The Sub-Committee took into consideration that off-sales will be for customers in the external area, and the premises include an office and an Art Studio. The Sub-Committee noted that there is a cafe area on the Ground Floor, and there are tables and chairs in the outdoor area in the courtyard which is private land. The Applicant’s Agent noted the application was for the ground floor and the first floor and noted that the primary function was the cafe on the ground floor. The Sub-Committee took into consideration that the Applicant had amended the hours for the sale of alcohol. Other Persons were concerned that it was proposed to serve alcohol in a private courtyard. The Sub-Committee considered the objections, and on balance after hearing the representations from the parties decided that the application would not undermine the licensing objectives and would not add to the cumulative impact. The Sub-Committee felt that the premises are not a public facing premises because the events need to be pre-booked before customers can attend. It was noted that the public cannot walk in off the street. The Sub-Committee took into consideration that the premises do not operate late at night. Therefore, the premises would not disturb local residents or cause public nuisance late at night. Having taken all of the above factors into consideration the Sub-Committee was satisfied that by granting the premises licence the licensing objectives would not be undermined in the Shoreditch SPA.
