Purpose: To extend the current MRF (material recycling facility) contract for the processing of co-mingled dry recyclables from 1 October 2027 to 31 March 2030.

Content: RESOLVED THAT:   1)     That Cabinet agree to extend the Co-mingled Dry Recyclable Waste Contract via the NEWS JV with Norse to 31 March 2030.

Reasons for the decision: Option 1 is recommended as it represents the best opportunity for service continuity, certainty and clarity during the introduction of the changes in law linked to Simpler Recycling. This option also ensures alignment with other SLA’s already in place and allows officers time to develop and implement business cases which assist to implement the changes in law on Simpler Recycling and Extended Producer Responsibility.

Alternative options considered: Option 1 – Extend the contract to 31 March 2030 (Recommended) – this provides for continuity of service and aligns to the end dates of other SLA’s with Norfolk County Council for waste services within the Joint Venture.   Option 2 – Extend the contract to 2032 – provides greater time to consider investment opportunities but exceeds the end dates of other SLA’s already in place.   Option 3 – Do nothing – considered high risk position with the Council then being required to go to the market at a time of great uncertainty. It would mean the Council would be exposed to greater pricing risks from the market as well as the need to meet the costs of procurement.
