Content: 12.1.1 The committee considered a report providing an overview of the Built for Change programme and progress so far, and seeks the formal authorisation of the committee to create a grant fund, including approving the eligibility criteria.     12.1.2 The Built for Change programme is a Sheffield City Council led, cross-sector partnership of organisations which has been established to support education providers and their young people to take action on climate change by both reducing emissions and preparing to adapt to the increasingly extreme weather they are facing     12.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee –   (a)  Notes the overview of the Built for Change programme and progress to date as set out in this report. (b)  Approves the creation of a grant fund of up to £300,000, from which individual grants will be paid, to support educational settings to adapt to the changing climate, including approving the eligibility criteria as set out in sections 2.3 to 2.8 of this report.     12.3 Reasons for Decision     12.3.1 Creating a grant fund and establishing the Built for Change programme is considered to be the most efficient way of providing financial support and maximising funding to educational settings to help them adapt to the changing climate and tackle the climate emergency.     12.4 Alternatives Considered and Rejected     12.4.1 Alternative Option 1: The public health grant allocation for the Built for Change Programme includes £250,000 of support to commission interventions within education settings. We considered procuring and project managing interventions in house.     12.4.2 This option was initially rejected in principle because delivery in house would be likely to be worse value for money, more complicated and slower than education settings commissioning their own interventions. It remained a potential option until settings were selected in June 2025 to ensure that the selected settings would be capable of procuring and project managing their own interventions. This is the reason for bringing this decision for approval at this point in process.     12.4.3 Alternative Option 2: Not funding teaching or staff time for schools was considered to maximise funding available for interventions. This option was rejected because Teaching and Learning Responsibility payments and contracts for teaching staff are widely considered to be good practice and will also minimise any risk to delivery of the programme, to the learning experience of children and to excessive demands on school staff.
