Content: 11.1.1 The committee considered a report outlining a new policy which details the criteria against which locations will be prioritised for the camera enforcement of moving traffic offences. Specific criteria have been identified for banned turns and ‘School Streets’ respectively.     11.1.2 The policy also detailed a commitment to the camera enforcement of all new schemes which contained a banned turn, and that the costs of which are covered through the associated capital budget.     11.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee –   a)    Approves the assessment criteria associated with the prioritisation of locations for the camera enforcement of moving traffic offences, specifically in relation to banned turns (including box junctions), and ‘School Streets’. b)    Approves the introduction of camera enforcement associated with all new schemes, and legacy schemes provided that sufficient allocated budget exists, which include a banned turn or box junction.     11.3 Reasons for Decision     11.3.1 The proposal will provide clarity and transparency to officers, members, stakeholders and the public associated with the process for the prioritisation of locations for the camera enforcement of moving traffic offences.     11.3.2 It will ensure there is an evidence-based approach in place to the allocation of finite resources associated with the process and enable the expansion of the ‘School Streets’ initiative. In this regard it will reduce the reliance on manual enforcement, and so the number of schools eligible for a ‘School Streets’ designation.     11.4 Alternatives Considered and Rejected     11.4.1 There are several options available to the Council: ·       Option A – Update the policy for introducing camera enforcement as detailed above. ·       Option B – Update the policy for introducing camera enforcement but adopt an alternative approach to the prioritisation of locations. ·       Option C – Don’t update the policy, introduce camera enforcement for banned turns on an ad hoc basis, and continue to only introduce ‘School Streets’ in locations where they can be manually enforced.     11.4.2 Of the options available to the authority, only Option A provides a robust, clear and transparent approach to future enforcement of moving traffic offences by camera.     11.4.3 Whilst alternative criteria for the prioritisation of the individual locations could be considered or weighting applied to those included, the approach contained in Option A is felt to provide the most appropriate and proportionate analysis of the local factors upon which to draw out those with greatest need.
