Purpose: To seek approval of Strategic Procurement Plan for Environmental Services Contracts 2028

Content: RESOLVED that:   i.       The approach detailed in the confidential annex is approved for procuring contractors for the Environmental Services Contracts. The proposal consists of three lots: the first covers domestic waste collection services across all properties in Bracknell Forest Borough; the second includes street cleansing and grounds maintenance on council land, such as highways, environmental services, parks and countryside areas; and the third covers cleansing services for Bracknell Town Centre. Each lot is for contracts running from 1st October 2028 to 30th September 2036, with an optional extension of up to 8 years until 30th September 2044.   ii.     authority to approve the contract award and extensions is delegated to Executive Director: Communities in consultation with the Cabinet member for Environment, Community and Housing.

Reasons for the decision: Waste collection is a statutory council service, while street cleansing and grounds maintenance have both statutory and non-statutory aspects, the non-statutory elements help the council fulfil legal obligations to keep the borough clean and safe. All three existing service contracts end on 30th September 2028 so procurement of new contracts is essential.

Alternative options considered: The other option considered was not using lots for the 2028 contracts and instead tendering just one contract for all three services. It was felt this could exclude some suppliers and is not in line with new procurement legislation. It also may not give Bracknell Forest Council enough options to consider once the bids are received.
