Purpose: Report will provide an update on the scheme delivery and the outcome of the statutory TRO consultation.
Content: 9.1.1 Members of the committee considered a report of the Executive Director, City Futures acknowledging the receipt of objections and concerns to the advertised Traffic Regulation Order required to fulfil the objectives of the Connecting Sheffield: Nether Edge to City Centre project. 9.1.2 The report also set out the background to the project which the Traffic Regulation Order is intended to facilitate, other consultation comments, officer feedback and recommendations. 9.1.3 If approved, the Traffic Regulation Order would replace existing Traffic Regulation Orders and introduce new provisions as necessary so as to implement waiting, loading and unloading restrictions, paid parking bays, permit-holder and disabled bays, with flow bus lane, prohibition of motor vehicles restrictions, one-way streets with contraflow cycling and a banned left-turn movement 9.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee approves that the Traffic Regulation Order for the Connecting Sheffield: Nether Edge to City Centre Project be made in accordance with the Road Traffic Regulation Act 1984. Objectors will then be informed of the decision by the Council’s Traffic Regulations team and the order implemented on street subject to no road safety issues being identified through a Road Safety Audit (RSA) at the detailed design stage. 9.3 Reasons for Decision 9.3.1 The proposed Connecting Sheffield: Nether Edge to City Centre project aims to enhance sustainable access between Nether Edge and the city centre with the implementation of high quality active travel infrastructure. These benefits are deemed, on balance, to outweigh the objections raised against the proposed Traffic Regulation Order. 9.3.2 The proposed Traffic Regulation Order is required to implement the project. 9.3.3 It is therefore recommended that the Transport, Regeneration and Climate Policy Committee: 1. Consider the objections to the proposed Traffic Regulation Order. 2. Authorise the making of the Traffic Regulation Order 3. Inform all objectors accordingly. 9.4 Alternatives Considered and Rejected 9.4.1 All elements of the Traffic Regulation Order are required to enable the full implementation of the Connecting Sheffield: Nether Edge to City Centre project. Without the Order the full benefits of this project will not be realised. Choosing not to make the Traffic Regulation Order (i.e. doing nothing and abandoning the proposal) or making a version with more substantial reductions in the extent of its restrictions are therefore options which are not recommended.
