Purpose: Further to September 2023 Cabinet decisions and as part of delivering the commitment within ‘Stronger, Fairer, Greener to ‘protect and celebrate local buildings such as pubs, community spaces and music venues’, the Report will summarise the results of public consultation on the first phase review of the Local List.   This has focussed on locally significant public houses, hotels and clubs (both past and present) – the report will recommend a list for approval, followed by the making of Article 4 Directions to allow the council to control the principle of demolition (this process now falling under Head of Planning delegations).

Content: RESOLVED: that   1.              the additions to the Cardiff Local Heritage List (formally known as the Local List of Buildings of Architectural or Historic Interest) be approved.   2.              Authority be delegated, subject to the consultation provisions outlined in this report, to the Head of Planning to make minor changes to the Local List in consultation with the relevant Cabinet Member, and/or Director of Legal Services, Section 151 officer if considered appropriate by the Head of Planning.   3.              Ite be noted that the intention not to pursue Article 4 Directions on all properties, but instead to serve non-immediate Article 4 Directions under authority delegated to the Head of Planning to restrict permitted development rights relating to the demolition of locally listed buildings, where considered expedient and necessary.
