Purpose: To consider the report of the Cabinet Member for Economic Development seeking approval of the Hampshire Minerals and Waste Plan Partial Update main modifications for public consultation.

Content: (i)  To approve the Hampshire Minerals and Waste Plan Partial Update Main Modifications for public consultation, specifically those proposed under MM19 to ‘Policy 16:  Safeguarding – minerals infrastructure’ with these considered to be major changes that will affect Southampton.

Reasons for the decision: 1.  To allow the main modifications proposed to the HMWP Partial Update to be published by HCC for public consultation. 2.  To enable the HMWP Partial Update to proceed towards adoption (once the main modifications consultation has been undertaken and final changes made) to ensure an up-to-date and effective minerals and waste plan which covers Southampton is in place.

Alternative options considered: The only alternative would be to reject the proposed main modifications, which includes those relevant to Southampton. This would prevent the publication of the main and additional modifications for consultation by HCC, require further work between the Council and HCC to agree new/amended modifications, resulting in a delay in the timetable for adopting the HMWP Partial Update which will impact all partner authorities (HCC, Southampton City Council, Portsmouth City Council, New Forest National Park Authority and the South Downs National Park Authority). This is not considered to be a reasonable alternative option given the modifications which impact Southampton have been worked up with Council officers in the best interest of the city and are not expected to present any harmful impacts to the city, existing or future minerals and waste sites/proposals or long-term redevelopment opportunities, particularly in Southampton City Centre. This option should therefore be rejected.
