Content: 8.1 The Committee considered a report of the Executive Director of Neighbourhood Services which asked for consideration of granting a 12-month licence for Muddy Buddies playgroup to use part of the Graves Park Pavilion, which would allow continued access for existing users and generate income for the charity. 8.2 RESOLVED UNANIMOUSLY: That the Charity Trustees Sub- Committee: - (a) Notes the report; and (b) Grants the licence proposal based on the terms set out in appendix 2 of the report, in order to serve the best interests of the charity. 8.3 Reasons for Decision 8.3.1 The proposal to grant a 12-month licence to use the pavilion is in the best interest of the charity for the following reasons: - · Provides a new indoor play provision in the park increasing recreational value. · Secures an increased income stream by way of rent. · Encourages investment in a charitable asset. · By granting a license for the use of designated areas of the pavilion, it minimises the reduction in existing access to areas of the building and thus is not detrimental to the charity continuing to deliver its objectives. · Complies with the statutory provisions contained within the Act and further with the requirements of the Charity Commission. 8.4 Alternatives Considered and Rejected 8.4.1 Option 1; Do Nothing Reason for rejection: This option would represent the loss of an income opportunity to the charity for investment into the park
