Purpose: Award of Contract post Invitation to Tender taking place

Content: RESOLVED: 1. Approve the award of a framework agreement in respect of Lot 1 to Supplier C (see exempt Appendix: B) for a period of four years to provide security services to the Council, as detailed within the published tender documents. 2. Approve the award of a framework agreement in respect of Lot 2 to Supplier C (see exempt Appendix: B) for a period of four years to provide concierge services to the Council, as detailed within the published tender documents.   Reasons For Decision    This decision has been ratified by considerable market interest, supported by a robust competitive tendering process which secured the best possible price/quality mix, taking advantage of a highly competitive market.   Supplier C distinguished themselves throughout their submission in conveying to the evaluators that they understood Hackney and were willing to commit to the high standards the tender required. Their responses were all written in plain English, answered the questions and complied with the text / picture / attachment limits. Further the supplier repeatedly went over and above what was asked in terms of their response / commitments.   Supplier C was the most consistent bidder with the majority of panel members commenting after they completed their individual scoring that this supplier gave them the most confidence.   Supplier C gave very relevant examples and substantiated its statements with either pictures, references or a clear process / procedure that the evaluators could understand.   Supplier C distinguished themselves specifically in terms of the Sustainability area as they were one of a few bidders who proposed implementing all of the required environmental / procurement and contractual changes from day 1 of the new contract. The majority of bidders had either a mid contract date for complying or had no firm date.   Supplier C proposes using recyclable textiles for uniforms. This was noted by the evaluators as being unique and given the large size of the workforce could make a noticeable difference over the 4 year contract term.   Supplier C was highlighted by evaluators as understanding the real difference between corporate guarding and that of residential concierge. Evaluators scored the bidder very highly as their response came across as resident focused and would deliver tangible benefits, with a specific focus on assisting the vulnerable or those in need of additional help, support or even just a friendly conversation.   Alternative Options Considered and Rejected Alternative options for this procurement were considered as part of the business case which was approved by CPIC in April 2025. The option approved was to tender the Security Service as the optimum strategy for Hackney in terms of retaining the skills, experience and expertise of security specialists, combined with the lowest level of financial risk.
