Purpose: The current contract is due to expire on the 31 January 2027. Commissioners are seeking approval of a five-year contract to commence on 1 February 2027.

Content: Resolved that the Director of Public Health be authorised to:   1. Re-commission a Community Substance Misuse Service totalling up to £49,938,692 for a 5-year contract from 1st February 2027 to 31st January 2032.   2. Complete a formal assessment as to whether the incumbent provider satisfies the criteria set out in the Health Care Provider Selection Regime (PSR) Regulation 2023 Direct Award Process C (Process C).   3. Subject to the outcome of the formal assessment satisfying the relevant criteria as set out in Process C :   a.  publish an intention to award a contract to the incumbent provider, and   b.  consider any written representations received in accordance with the prescribed process, and then decide whether to:   i. award the contract to the incumbent provider or   ii. proceed to commission the delivery of the Community Substance Misuse Service in Wirral via either the most suitable provider process or the competitive process.   4. In the event the outcome of the formal assessment does not satisfy the relevant criteria as set out in Process C proceed to commission the delivery of the Community Substance Misuse Service via either the most suitable provider process or the competitive process.
