Content:   11.1 The Committee considered a report of the Executive Director, City Futures which outlined the receipt of objections and concerns to the advertised Traffic Regulation Order required to fulfil the objectives of the Connecting Sheffield: Castle Street project.       11.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee having considered the objections to the proposed Traffic Regulation Order. (a)  Authorises the making and implementation of the Traffic Regulation Order; and (b)  Agrees that all objectors shall be informed accordingly.         11.3 Reasons for Decision     11.3.1 The proposed Connecting Sheffield: Castle Street project aims to complete an essential missing link in the strategic cycle network, improve the accessibility by upgrading crossing facilities and enable access to the Castle Site Park.     11.3.2 The project builds upon the Grey to Green schemes and seeks to extend the City Centre to Darnall-Attercliffe active travel route by providing high quality active travel infrastructure.     11.3.3 These benefits are deemed, on balance, to outweigh the objections raised against the proposed Traffic Regulation Order.     11.4 Alternatives Considered and Rejected     11.4.1 All elements of the Traffic Regulation Order are required to enable the implementation of the Connecting Sheffield: Castle Street project. Without the Order the full benefits of this project will not be realised, and the planning requirements of the Castle Site Park would not be met. Choosing not to make the Traffic Regulation Order (i.e. doing nothing and abandoning the proposal) is therefore an option which is not recommended.
