Date of Decision: December 18, 2025

Purpose: Cardiff like many cities continues to experience a Housing Emergency. To make best use of the social housing that is available recommendations will be made to amend some elements of the Policy.   Additionally, it is proposed that a new Specialist Accommodation Allocations Policy be introduced. This policy aims to ensure that households with additional care and housing needs are allocated homes that best suit their individual requirements.   Before these amendments can be implemented, a public consultation will be launched to gather opinions on the proposals. A second Cabinet report will be presented after the consultation has been fully analysed and all views and comments have been considered.

Content: The Legal Implications located at Appendix 4 are not for publication as they contain information pursuant to paragraph 16 of the Local Government Act 1972.   RESOLVED: that the consultation on the proposed changes to the Cardiff Housing Allocation Scheme as outlined above be approved.
