Purpose: To seek approval of the annual Business Plan submitted by PartnershipOne for 2025/26, covering the provision of Revenues, Benefits and Customer Services. Under the Governance arrangements, the Councils are required to approve the annual Business Plan. The Board will receive the comments of the three cabinets and will formally adopt the Business Plan in its final form.

Reasons for the decision: The Business Plan for 2025/26 meets the requirements and ensures the Council’s statutory obligations particularly on award of benefit and the billing and collection of Council Tax and Business Rates are met.

Alternative options considered: Cabinet may refuse to approve the Business Plan and/or request amendments be considered by PartnershipOne. Feedback would be sent to the company, with a request for consideration prior to adoption. Alternatively, suggestions can be fed into the development of next year’s Business Plan.   However, this option was rejected because PartnershipOne would have had to wait longer to get the 2025/26 Business Plan in place in time for implementation in the new financial year.
