Purpose:

Content: *RESOLVED –   1.   That the use of DVLA devolved powers be approved and authority be delegated to the Director of Leisure Culture and Community Wellbeing in consultation with the Cabinet Member for Health and Wellbeing, for the Council to enter into an agreement with the DVLA, as a devolved power partner, to manage and deal with untaxed vehicles.   2.   That the creation of a pilot scheme for the immobilisation, removal, storage and disposal of untaxed vehicles in Chesterfield be approved, for a period of 6 months.   3.   That an evaluation of the pilot scheme be undertaken in terms of resourcing, impact on public safety and financial and legal implications to determine the effectiveness of the pilot scheme. The results of the evaluation to be presented in a full report to Cabinet at the end of the six-month period to inform and agree next steps.   REASONS FOR DECISIONS   1.   Entering into an agreement to become a DVLA devolved power partner allows the Council to remove or clamp untaxed vehicles promptly and to confirm ownership details.   2.   The implementation of a pilot scheme would allow the Council to assess the effectiveness of the partnership and the impact on public safety, resources, and financial and legal implications.
