Purpose: This report aims to provide feedback on the result of the consultation that was undertaken between the 1st of October to the 25th November 2025, together with recommendations to Adult Social Care and Public Health Committee on reducing the Minimum Income Guarantee (MIG).

Content: Resolved (7:1:3) - That 1. The cessation of the discretionary financial contribution by the Council to the Minimum Income Guarantee (MIG) be approved and the national Minimum Income Guarantee be applied from 1 October 2026 after the full re-assessment of all affected people. 2. It be agreed that all new people requiring non-residential and care services that are eligible for charging from the Council, will contribute towards their care based on the outcome of their financial assessment using the national Minimum Income Guarantee from 1 April 2026. 3. The commissioning of extra capacity to undertake a full financial re-assessment of all individuals affected by the proposed introduction of the Minimum Income Guarantee be supported. The re-assessments be commenced with those people who are assessed to make the largest contribution, in order to give them the longest lead in time to make personal financial adjustments.
