Content: Decision: 1.        To note the comments arising from the Overview and Scrutiny Committee meeting on 20 January 2026 as set out in the Supplementary Agenda Pack.   2.        To recommend that Council at the Budget meeting on 11 February 2026 resolves:   (a)       To increase the weekly rent for Council dwellings by 4.8% from the 2025/26 weekly rent charges, effective from 1 April 2026, within the permitted guidelines contained within the Government’s rent setting policy. (b)       To approve a 4% increase be applied to garage rents, which is in line with the wider Council policy on fees and charges. (c)       To approve the proposed HRA revenue budget for 2026/27, as set out in Appendix 2 to the report. (d)       To approve the fees and charges for HRA services for 2026/27, as set out in Appendix 4 to the report. (e)       To approve the HRA capital programmes as shown in Appendices 5 and 6 to the report.   Reason: To approve the generation and use of resources to fund Guildford Borough Council's Landlord Services, Housing Improvement Plan, the 30-year maintenance programme, and proposals for building new affordable homes and remodelling existing stock in line with the Council’s Corporate Strategy.   Other options considered and rejected by the Executive: None.   Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted: None.
