Purpose: To provide a closure report on the process and output of the Development Viability Task and Finish Group and to seek agreement to the recommendations of the task and finish group.

Content: The Committee for Economy and Skills: 1. Noted the content of the report as a reflection of the work of the Viability Working Group and key findings. 2. Noted the recommendations from the Viability Working Group and instructed officers to investigate the potential for these in responding to both systemic changes to delivery models or stimulate activity, and report back to committee in due course.
