Content: 9.1 The Committee received a report from the Strategic Commissioning Manager and a Commissioning Officer which presented an update on the city-wide Carers Strategy Delivery Plan, developed with partners. It provided an update on key achievements, challenges and future planned activity. The report sought the Committee’s approval to commission carer support services in line with the vision and aims of the strategy.     9.2 RESOLVED UNANIMOUSLY: That the Adult Health and Social Care Policy Committee: -   Reaffirm our commitment to people who are unpaid carers across the city, so they feel recognised, valued and supported. Note the progress made on the Carers Strategy Delivery Plan Note the novation of the Sheffield Carers Support Service to Rotherham Crossroads Approve the commissioning of Sheffield Carers support, noting that the final specification and model will be informed by: -       Feedback from unpaid carers -       The outcome and recommendations of our CQC assessment -       Best practice and evidence     9.3 Reasons for Decision     9.3.1 We recognise how important unpaid carers are to our city and its communities. We want carers to feel recognised, valued and supported. A multi-agency strategy and working delivery plan plus a new Carers Support Service shows that carers are valued by all, and that our commitment to unpaid carers is unwavering.     9.3.2 Partnerships and multi-agency approach enables us all to pool resources and share our expertise to fulfil the various statutory duties and responsibilities to carers.     9.4 Alternatives Considered and Rejected     9.4.1 Alternative Option 1: end the Carers Strategy Delivery Plan – Rejected. This would reduce the focus on delivering the outcomes of the carers strategy with less accountability for supporting carers across the city.     9.4.2 Alternative Option 2: Not to Commission a new Carers Support Service - Rejected This would mean we would need to find alternative ways to deliver sections 1, 2 and 4 of the Care Act (2014). Of the carers who expressed a preference (57%) in our survey (with 216 responses to this question), 70% said they would like an external organisation to deliver carer’s assessments.
