Purpose:

Content: RESOLVED that:   the following recommendations be presented to Council, to be read at the meeting of Council on the 25 February 2026:  approve the allocation of £7,532,229 from the Housing Revenue Account to deliver 13 new affordable, sustainable homes to meet local housing need to be funded as set out in Exempt Appendix 1 of the agenda report. delegate to the Executive approval of the final budget once tender returns for the construction of the contract have been received.   That, strictly subject to Full Council approving the allocation of the required budget, it was resolved to: delegate to the Joint Strategic Director of Finance, and Joint Strategic Director of Democracy, Law and People, in conjunction with the Portfolio Holders for Finance, Assets and Property and Organisational Development and Governance the authority to accept grant allocation from Homes England Social and Affordable Homes Programme 2026-2032 and enter into any related legal agreement (provided there is not a negative net revenue impact to the business plan for the scheme.) delegate authority to the Strategic Director of Planning, Economy and Place to: approve the commencement of a tender process for the construction contracts approve the entering into any pre-contract services agreement and JCT Contract with a preferred contractor, in consultation with the Portfolio Holder for Housing (Delivery) and any related contractual documentation approve entering into any agreements with any utility or related provider to ensure the connection, moving and management of any services, to facilitate or deliver the project provided they are within the approved budget. approve acceptance of and entering into an agreement with Homes England should grant funding be secured from the Social and Affordable Homes Programme (provided there is not a negative impact to the business plan for the scheme.)
