Purpose: To seek approval of the SEND Education Capital Programme 2026-2030.

Content: The Committee RESOLVED: UNANIMOUSLY   1.      To approve the SEND Education Capital programme 2024-2030.   2.      To authorise the Executive Director of Children and Education in consultation with Chair of Children and Young People Policy committee to allocate and spend £12.9m of additional funding to the projects identified in this report.   3.      To authorise the Executive Director of Children and Education in consultation with Chair of Children and Young People Policy committee to allocate £0.25m of additional funding to the Trym Valley Special Free School to bring the total feasibility funding for the school to £0.69m.   4.      To authorise the Executive Director of Children and  Education in consultation with Chair of the Children and Young People Policy Committee to accept future DfE grants received, including HNPCA, which may be over the key decision threshold, up to and including 2030 and to allocate the grant funding to the SEND Education Capital programme up to the maximum budget envelopes outlined in this report.      5.      To authorise the Director of Education in consultation with the Chair of the Children and Young People Committee to take all steps required to spend the additional £10.6m of project funds for the Claremont School Redevelopment project, including procuring, awarding and varying contracts over the key decision threshold up to the maximum values outlined in this report.   6.      To authorise the Director of Education in consultation with the Chair of the Children and Young People Committee to take all steps required to spend the additional £2.3m of project funds for Briarwood School projects, including procuring, awarding and varying contracts over the key decision threshold up to the maximum values outlined in this report.   7.      To authorise the Executive Director for Children and Education to invoke any subsequent extensions/variations specifically defined in the contract(s) being awarded, up to the maximum budget envelope outlined in this report.
