Purpose:
Content: Consideration was given to a report of the Associate Director of Finance (HMR Locality) that presented a revised Section 75 Agreement for approval. It was reported that the revised documentation had been standardised to replace original local agreements in order to ensure uniformity across NHS Greater Manchester. In addition, it was explained that, as in previous years there were no risk share arrangements within the budget and it remained the responsibility of each organisation to resolve any overspend it may incur. Resolved: That the Chief Executive / Place Based Lead be delegated authority to sign, on behalf of HMR Locality Board, in relation to the local authority budgets, the Section 75 Agreement, as set out in Appendix 1 of the report. That a member of NHS Greater Manchester Executive Team be delegated authority to sign, on behalf of HMR Locality Board, in relation to the NHS budgets, the Section 75 Agreement, as set out in Appendix 1 of the report. Reason for decision It was a requirement of NHS England to approve the Section 75 Agreement by no later than 30th September 2024. The agreement to, and signing of, the Section 75 Agreement was a continuation of custom and practice since 2017/18. Alternatives considered Not to approve the revised Section 75 Agreement – this option was not recommended, as the operation of a formal pool for 2024/25 built on the pooled budget that had operated in the locality between the former Clinical Commissioning Groups and the local authority since 2017/18. The approval of the Section 75 Agreement was in-line with previous years reporting.
