Purpose:
Content: 1. That the deletion of the Deputy Director of Transport position be approved. 2. That the creation of the Deputy Director of Governance (Grade 13) post to provide essential strategic capacity within Governance be approved. 3. That following the recommendations made by the independent pay review completed by Penna, detailed in section 3.18 of this report, a. The senior management pay structure be amended specifically for Grade 17 (option 1) to ensure fairness and to mitigate an immediate and strategic risk to the council. b. Any other pay changes to other JNC posts at Tiers 2-4 were to be considered and addressed as part of the Our Future Council programme. 4. That the revised senior management pay structure as shown in Appendix 6 to come into effect from 6 November 2024. 5. That it be noted, the permanent recruitment for the Director of Finance post was currently taking place (Special Appointments Committee in November 2024). 6. That it be noted, the Director of Transformation and Deputy Director of City Development recruitment would be paused pending a further review of senior leadership structures. 7. That it be noted, it was considered important to have independent external advice in respect of the senior management pay review in order to ensure that the findings were objective, based on robust benchmarking data and not affected by any personal interest. 8. That it be noted, the necessary virements required to fund the proposals outlined in this report would be approved by Cabinet, once Council had made its decision.
