Purpose: To consider objections received as part of a recent Traffic Order(s) advertisement.
Content: The Pennines Township Committee considered a report of the Director of Economy and Place which sought to inform of the objections received against two Traffic Regulation Orders (TROs). The TROs in question were: Borough of Rochdale, (Gloucester Avenue, Pennines) (Prohibition of Motor Vehicles) Order 2024 and (Borough of Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No. 98) Order 2024. The report would also ask the Township to consider whether the TROs should be implemented as advertised, be amended, or be abandoned in light of the objections received. The Senior Highways Officer (Strategy) presented the report. A resident addressed the Committee is support of the TROs as advertised. The Township Committee considered the objections received as outlined at point 3 of the report. Resolved that the TROs Borough of Rochdale, (Gloucester Avenue, Pennines) (Prohibition of Motor Vehicles) Order 2024 and (Borough of Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No. 98) Order 2024 be approved and implemented as advertised (Appendix A of the report). Reason for decision: As outlined at point 3.7 – 3.10 of the report. Alternatives considered and rejected: A designated one-way route had been considered and discussed previously with Members but this had been rejected on the basis that it would not sufficiently mitigate local concerns over potential use by through-traffic. It could also have the undesirable effect of encouraging increased speeds through the removal of any opposing traffic flow. Furthermore, it would require significant highway infrastructure in terms of additional signing and lighting provision.
