The Selby and Ainsty Area Constituency Planning Committee of East Riding of Yorkshire Council met on Wednesday, 12 June 2024, to discuss various planning applications. The committee granted planning permissions for the change of use of The Kings Arms in Beal and for upgrading works at the junction of Low Street and Wolsey Croft in Sherburn in Elmet.
Change of Use for The Kings Arms, Beal
The committee reviewed an application for the retrospective change of use of The Kings Arms, Marsh Lane, Beal, from a public house to a bed and breakfast and mixed-use events venue. The application had been deferred in January 2024 due to concerns about potential noise disturbance and the use of the building.
The Senior Planning Officer provided additional information on the residential writer’s retreat events held at the venue. The Council’s Environmental Health team confirmed that no complaints had been received, and the Licensing Team stated that the site would be controlled through the existing premises licence.
Bernard McGuinn, representing the Beal Resident’s Group, spoke against the application, while the Democratic Services Officer read a submission from the applicant in support. The committee discussed issues related to the public right of way (PROW) and the unauthorised closure of the footpath through the site. The Officer confirmed that a formal order to divert the footpath had been made and published, with a consultation period to follow.
The committee expressed frustration but acknowledged that they could only address the planning application before them. They expected officers to scrutinise future applications for the fence and the PROW.
The decision was to grant planning permission subject to the conditions listed in section 12 of the committee report. The motion was carried with six votes for and one abstention.
Upgrading Works at Low Street and Wolsey Croft, Sherburn in Elmet
The committee considered an application for upgrading works to the streetscape at the junction of Low Street and Wolsey Croft in Sherburn in Elmet. Town Councillor David Buckle spoke in support of the application. Members praised the scheme but noted the absence of electric vehicle charging points.
The decision was to grant planning permission subject to the conditions listed in section 12 of the committee report. The motion was carried unanimously.
